Astana Declaration on EOR
One of the key outcomes of the Kazakhstan Forum on Enhanced Oil Recovery (EOR) 2026 was the adoption of the Astana Declaration, which outlines the main priorities for the development and implementation of EOR technologies in Kazakhstan for 2027–2030.

The Declaration emphasizes the industry’s transition from primarily maintaining current production levels toward a more systematic approach focused on the maximum rational recovery of resources from already discovered fields, the involvement of residual and hard-to-recover reserves, and the extension of the profitable life of mature assets.
Key provisions of the Astana Declaration include:
  • Increasing the oil recovery factor as one of the main priorities for the further development of Kazakhstan’s oil production sector.
  • Expanding the application of scientifically justified EOR methods, including chemical, gas, thermal, hydrodynamic and combined technologies.
  • Establishing unified approaches to screening, laboratory evaluation, modelling, piloting, monitoring and performance assessment of EOR projects.
  • Creating a Kazakhstan Register of EOR and production stimulation projects to systematize data, track projects, analyze results and build an industry knowledge base.
  • Developing the Roadmap for EOR technologies, reserves replacement and the implementation of modern field development technologies for 2027–2030.
  • Establishing the Kazakhstan EOR Competence Center — KAZEOR at KMG Engineering LLP, with the involvement of subject-matter experts, scientific and production organizations.
  • Developing domestic science, engineering competencies and human capital in EOR, modelling, laboratory studies and modern field development methods.
  • Localizing technologies, equipment, chemical reagents, software products and engineering solutions for EOR, while ensuring quality, competition and technological efficiency.
  • Creating working groups on key areas of EOR and production stimulation design and implementation as part of the subsequent Roadmap execution.
  • Establishing pilot and experimental sites at low-profitability fields to test and practically evaluate innovative solutions in EOR and production stimulation.
